Problems using .Net RSACryptoServiceProvider for XML Digital Signatures in a Shared Web Hosting Environment

Sometimes code that runs fine on the home test server runs into strange errors when run on the shared server. Such is the case when using .Net RSACryptoServiceProvider for XML Digital Signing.
