NO, the currency selector is nothing more than a visual esthetic for the shopper. Conversions will take place with your payment gateway to the correct currency after the purchase.

Yes, the conversion will take place at some point after the initial checkout and it will equal the amount in USD. The opencart system already does this math for you prior to checkout so you can be sure it is accurate. The system also takes care of conversion rate changes by dynamically keeping a link to the conversion database.
Is it up to me to configure the RATE for that currency>?
Yes, you have to login to your admin and go to SYSTEM > LOCALISATION > CURRENCIES and configure all of your currencies there.
Do people in Europe use USD? Do people in the UK use the EURO?
Of course, even someone that lives in ASIA could be using USD. It doesn’t’ matter where someone lives they could be using a totally different currency. This is why we offer as many as possible.
What are the best payment gateways to take care of proper currency conversions?
I would recommend PayPal, or OGONE (for those that live in Europe)
