I’m using Squirrel Mail and would like to install their plugin to compose in HTML. Can I do that from my cpanel or would I need to use my WHM? Thanks!

    Jim,

You may actually need to do this through root using command line. An easier venture may be to install a whole new installation of Squirrelmail and maintain it yourself as the one provided by cPanel will be overwritten on next cPanel update.
