“The dynamic content compression module is not installed.”

Someone with administrator access needs to enable this feature on the server so that my website can use it.

For configuring it per-site, this article assumes the user has administrative access to the server. As clients on shared servers do not have such access, for the end-client to configure it on their account per-site, remote IIS manager can be used:
